Welcome to YT. If you are buying a pet as a companion, it is not absolutely necessary to get papers. If you are buying to breed or participate in dog shows, then yes the papers are important. Some hobby breeders do not register their dogs because it adds to the cost of the puppy/litter. Some hobby breeders allow their dogs to free breed to multiple sires and don't want to add to the expenses of DNA and then registration.
