I had the EXACT same situation when i got Sammy from a puppy mill rescue group in november! (plus, it was winter here, so too cold for him as he was nearly hairless!). I happened to fly him to arizona for a vacation in february, when he wasn't as afraid of life, and i would carry him in my arms as we wandered in the desert outside of town. my mom said "he'll never know he has legs if you don't set him down", and just to show her he was too afraid to walk, i did just that. and he just stood there. so my mom says "take off the leash and he will follow us". and he did. for almost 2 miles!!! i tried a leash, and he wasn't great, because he was so afraid of everything, so we went back to the desert. now, when i walk my poodle, i put sammy on a retractable leash and he pretty much just follows us..... though we do spend some time standing around waiting for him once in a while
