Most likely the breeders are talking about when they are still at the breeders, still weaning, and not yet ready for their forever homes.
All dogs should have access to H2o, but scheduled feedings is not a bad thing and there is no need to leave food down for 24 hours if you are feeding them properly and in correct quantity
