I'd agree with YorkieOwned5, at least for the short term. For the long term, consider obedience classes. I'm often able to let mine off leash in situations like that because he has a good "stop" and a good "stay" command. But he's not perfect. If something else is more interesting than me, he can run off. I never trust him 100 percent, and I leash him the second I see something that I know he considers more interesting than me -- a dog, for instance.
