You can teach her the "Come" command. Don't expect her to follow it in a place with a lot of distractions at first. You can use a tether as suggested at first to make sure you keep control over her.
YorkieOwned5 is right that some dogs can't be trusted off leash... you have to use your judgment about where you let them off and how far away from you they are allowed to go.
Also, maybe if she gets more stimulation / exercise at places other than the beach, she won't get quite as excited when you go there?
