It sound like Gidget is playing tag with you. When she stop to look at you, she is checking to see if you will run after her. If you are not worry about traffic, the next time she get's loose try this and see if it helps.
Don't run after her. Call out to her in a happy playful voice. Will not work if your voice is scared or angry. Get excited so her focus will be on you, and then run the other way encourging her to chase you. If she is not chasing, stop look at her(make sure there is eye contact), and call out to her again and run the other way.
And if she come back to you, DON'T PUNISH HER! Reward her or else you will be punishing her for coming back not running away.
Thing you can work to improve her coming back to you are recalls. Take her outside on a long thin leash (use can use a retractable leash) and call her to you. If she comes, give her a treat(make sure the treats are really special !! Cheese, chicken, steaks, etc..) Do a lot of recalls. Enforce the behavior that if you call her and she comes there is something really special waiting for her.
