I saw an adult English Bulldog the other day while walking my baby outside. With a "booster" outside of a restaurant window, it had its shoulders upwards planted on the inside part of the window sill (I couldn't tell if he actually was able to reach the dining table) of an otherwise classy restaurant. The owner(s) must have been dining inside and had the window pulled up/open with their dog draping on the sill. It was soooo cute. The dog had his harness on and I didn't note it, but it was likely tied outside. I guess this technically met the health board regulation standards in keeping the animals outside... albeit, not just with one foot in the proverbial door, but instead with "two" feet in the literal "window". LOL.

I take mine in with me and give her some food/treats before zipping it up and then once we're out, she pops her head right out and waits expectantly for more yummies. After getting her treat for being a good girl, only then will she hop out of her bag.
