My little girl had been started on paper training when we got her. We never knew. My male was "outside" trained. We'd let both out together. He'd go, but she was like "duh". I put a piece of newspaper right outside the door and bingo, she went. Did that for a few days, then quit putting the paper down. Then, she went outside without the paper.
We always had a door for easy bathroom access. Open the door, hook on the leashes, close the door, wait about 30 seconds to a minute (they liked privacy) , open the door, check for two wet spots, and voila, done. Seriously, it was that easy. Out that door meant bathroom only, no playing. I did it frequently when they were babies--about every hour or two. I think the consistancy worked. She was tougher. Sometimes only one wet spot, so I checked pee pees. Whoever was wet got a treat. She was usually the dry one, so no treat for her. I'd go through the ritual again--open the door, hook on the leash, close the door, check in a minute. If there was another wet spot, she got the treat too. She liked those treats, so she picked up quickly.
