I purchased a spay neuter certificate from my local shelter. They had a list of local vets that accepted the certificate and my vet was on the list. I have done this 5 times already. If you google spay/neuter programs for your state an entire list will come up. As for aseptic technique, that should be standard straight across the board. I deal in human surgery and didn't realize that IV's are placed after intubation is done in animals. That is definelty something that I would require and check.
I would also have to agree that blood work should be done and is always a good idea to have done. This is usually done in addition to the surgery cost.
