Are you just sending the dog in the back yard or putting on a leash to go for a walk. Sometimes it takes a little movement to get things going down there, so you might want to get out the umbrella and leash and take the pup for a walk. If given the choice Milo will go to the nearest bush and pee in the rain but unless it is a complete down pour he will walk and poop I think what they mean by not wet is no baths I do not think they mean not to take out for a walk it is like us with stiches we have to keep them dry when we take a shower but we do not have to stay indoors when it rains. If you have a onesie or t shirt that should keep her dry enough for the walk
