Very often a pup's personality will change once they're out of the litter environment. A rowdy pup can prevent another's personality from blossoming. Also, a very outgoing pup may calm down when they're no longer around other pups.
I don't understand why the breeder would recommend a shy type pup to a family with kids. They may be too much for a timid one to come out of its shell. If you get first look, just go with your instinct. Spend a few minutes with each of them without the other one around so you may get a better idea of how they act without the other's influence.
