I am in NY and I got this last year. I like it. I put pee pads underneath. The main reason that I like it is that their paws don't get wet (or as wet) and they don't track pee on the floors.
I can't use this in the winter though, bc the grass needs to be cleaned and air dried, which I do outside. So I have to wait for the weather to be agreeable for that
