The gum is opening when their teeth are being pushed out and this smell is sometimes described as "fishy", it's probably from the blood of losing the baby teeth. Double rows of teeth often have another reason for smelling bad, food gets caught in the double row, and then you have the smell of rotten food. Both might be described as rotting fish, lol, not too much you can do, brushing helps get rid of the food in crevices, and chewing sticks can help loosen baby teeth a little faster, but soon they will have their sweet breath back.
