I was walking the dogs this morning when I saw this lady who belongs to the the crime watch committee, I asked her if she knew what steps should I take about the cat. She is going to send me an email to who I need to contact about my issue , with a number to call. She told me it's a non emergency number what they do is they contact the owners about the cat, if they don't get the cat off the streets the owners get a fine and the cat it's taken away from them and the cat goes to a rescue organization, not sure how that works, this just what she told me, I'm waiting for her email. HOA hasn't emailed me back.
I'mm going to try to find a trap and take him to the vet and have him fix, 'cause he is not, maybe by doing that he'll behave better
