It's an 8in chest? That's really tiny. I have a friend with a 2lb chi that has a 9in chest and she's super tiny. Can you measure to be sure? Measure from one end to where the Velcro starts on the other side. Also what is the length of the dress? I'm wondering if it would fit an 11in chest??
