For dogs running along a fence, if the neighbor is as frustrated as you, perhaps a bit of a nice "oh by the way chat" with the folks next door and team work is in order, if you squirt your dog with a hose and your neigbor also uses a hose at the same time on thier dogs, perhaps dogs on both sides of the fence will learn to get along quietly
Or maybe they'll give you permission to squirt all dogs at the same time
