Yep, sounds like she's in her first heat. The swelling is perfectly normal, as it's the blood rushing to those areas. You will probably also notice that her little nipples are swollen. Silvia loves to have her tummy scratched, so that's the first thing I always notice when she goes into heat. Panties are a great idea to contain the mess (plus they're just cute!) I use the little denim ones with the velcro, because they're so easy to take on and off and cut a sanitary napkin into strips to put in them.

If you're considering getting her spayed, in the near future would be a good time. But give her a week or two to let the swelling go down, as the enlarged blood vessels could be dangerous during surgery.
