Could it just be pigment related? If it was ringworm it would have a red crusty ring around it and the hair would fall out there. Unfortunately I know what this looks like because when my son was in like first grade he got it at school and luckily not in his hair. We had to put lotramin on it or any kind of anti fungal works but not sure about on dogs.
