Sorry I said Club instead of Association on the one listing. But I did give the link with the right acronym. Just a slip of the typing.

But then there is also the Biewer Yorkshire Terrier National Club (which is a club) BiewerStandard

There seems to be a LOT of different "organizations" promoting the breed and claiming standards. Maybe they will eventually merge and have one conscensus. Most seem to be pretty much in agreement (up to 7 or 8 pounds) except for the one which give the upper limit of 12.
