I am glad your little guy is okay, that would have made me really mad. The dog park I go to sometimes gets a "wild child" in the mix also and it is funny because all the Yorkie owners scoop up their dogs and usually someone will say something to the owner.
I have found that the best time to go to my dog park is during the week in the afternoon or on weekends around Noon, not a lot of dogs there and it is easier to watch your dog.
The one thing that will make me leave the dog park immediately, an owner who is not paying attention to their dog (usually standing along the fence talking on their cell phone) and their dog acting crazy. I realize in most cases the dog is just excited to see other "friends" but for a little dog the over friendliness can be a huge problem.
Again, I am glad you were able to get your little boy up and out of harms way. Poor guy, he must of been really scared.
I saw your post where you mentioned you also have a Westie, I would LOVE LOVE LOVE a Westie to go along with my Yorkie.
