Sometimes they have a welfare program that will go and talk to and inspect a hoarders house. possibly get them into therapy for their problem.
In regards to hoarders - we've had some in our family. We had a distant relation that one of the aunts too the kids to the doctor to find out their ear infections had been caused by roaches. Made us all sick. The county finally took charge of them. Took the kids and she went into a hospitial. I think they ended up just demolishing the house it was so bad.
