my baby is now 5 months old,but hasn't gotten his rabies shot. because he didn't get his rabies shot he cant go to the groomers.

So i have two questions,

How old should my puppy be to get his rabies shot, (Louis is 5 lbs).

and second,

Louis fur was very frizzy and dried out, because i used baby shampoo and i guess that dried it out., i use an organic oatmeal shampoo and it seems to be working but its still not as shiny as i would like it to be, i was wondering if i could cut off all his hair on his body then let it grow back, would it grow back shiny and healthy?

also, his head is silver but the rest of his body is black, if i do cut all his fur off, will the color change to golden or silver?
