I'm sorry for all of you! This poor baby. What they must have done or not done to have him mull a husky is hard to imagine. I'm so sorry.
I agree that maybe a rescue group can take him and place him in a foster home where he's the only dog and then work on his behavior when around other dogs.
If you're going to keep him then either hire a local animal behavorist or dog trainer, or get some books to educate yourself on training him.

I'd also recommend Victoria Stilwell's "It's Me or the Dog: How to Have the Perfect Pet" or Dale Stavroff's "Let the Dog Decide".
