Yeah, that's very true. My husband and I saw a dog running around our house that had tags on... when we tried to approach him he ran. Fortunately, when I turned around to walk away he would follow me so we were FINALLY, with treats, able to coax him into coming close enough to read his tags and call his owners.
Plus, Tobie is so cute that people want to pet him and I don't want him to have anxiety about it and I definitely don't want it to progress to him growling at people.
