This is tough, because to a point you want them to be a little wary of strangers, but not fearful.

Do you have some friends that would be willing to spend some time working with you on this? If not, I think the treat thing would be at least worth a try.

I always take my kids favorite treat with me when we go to the vet or groomers. I'm trying to head off them totally fearing going in there. I usually stop by the vets at least once a month with cookies for the staff and whoever's with me gets greeted and passed around for hugs and kisses. I'm hoping this will help them to not associate the vets with only painful times.
