Default Tobie is afraid of strangers... what should I do?

When Tobie is at home he is fearless.... he will jump from anything, play with the bigger dogs, stand right next to the vacuum cleaner while I'm vacuuming (okay, he is afraid of the squeaking noise my curling iron makes but that's it. lol) Anyway, when I take him out and a new person approaches him to pet him, he always backs away and acts scared. However, the biggest dog can approach him (like in petsmart) and he's not scared at all. In fact, he's ready to play! Any clue why he would be scared of new people? My best guess is that some of the first new people he met (besides my parents and siblings) was the vet who put a thermometer in his bottom and poked him with needles. Do you think that could be why? I was thinking about carrying treats around with me and when someone wants to pet him, ask them if they mind giving him one. Do you think that's a good idea? Has anyone else had to do this? Any tips are appreciated!
