I agree with you. I don't meet the guidelines either because I do have a breeding pair of yorkies, one yorkie who is about to get the snip and a police dog that can't be fixed. I had a local cat rescue refuse to let me adopt a cat (before I had yorkies) because my husband's police dog wasn't fixed... I chalked that one up to pure stupidity. I do understand certain guidelines but in the end it is about whether each individual person/home is fit to raise an animal. Period.
