I would say be consistent whether they like it or not, and be patient and just practice it every day. Eventually, they will get used to it. I use a damp wash cloth and press gently on to the eye gunk and then take a flea comb and carefully comb it out. If the gunk is damp, it wouldn't hurt but it would hurt if it is dry. If they move constantly, you probably have to hold their muzzle firm and let them know your being serious and try to do it and eventually you can do without it but I never had to resort to doing that to my Yorkie so not sure how reliable it is. I have had a groomer telling me to firmly hold the hair their chin but I don't like to use a way that will cause them pain.
