Honestly, some vets still use outdated anesthetic protocol that isn't at all safe.
Small breeds loose body heat quickly, so surgery should be done on a heated surface.
If an emergency comes up mid-spay, there isn't much time to put an IV in then. It should be placed before surgery and it is good to give fluids anyway.
Preop blood work just shows if the liver and kidneys are functioning properly and if there is any infection, etc. Adding a bile acids test would be a more in depth check of liver function and is very good to do.
