They do protect against that. That's why they do research - to see if the dog is eligible for full registration. The parents were eligible for registration, but they just weren't registered because the breeder changed to a different registry. If your puppy is sold with limited registration, you can't just go back and do the registry reserach option.
The way I understand it, if the dog you are trying to register this way is one of a litter that has a litter application, even if you didn't send in the individual registration, you can't go this route.
But, the AKC does a lot of research in to the pedigree and makes a determination - they can decide not to register the dog, to register the dog with full registration, or to register the dog with limited registration.
