Allergies are very common... you must first try and determine if it is an ingredient in her food or environmental. That is the difficult part. Once you can narrow it down a bit, you can plan your course of action.

I would start by adding an omega fatty acid oil to her food, such as Grizzly Salmon Oil. The correct fatty acid ratio will calm down the immune response and is a natural strong anti-inflammitory. That should help a lot. From there, there are many options to consider.

What did your vet recommend?
