When he starts to pee inside immediately start saying "no" repeatedly in a firm voice, but not yelling and then carry him outside. If he pees at all outside, praise him the entire time. This is what we did with Oscar, and he was housebroken in two weeks!
I don't know what to tell you about the surprise in the cage, we never had that problem... sorry!
