I am going to give this woman the benefit of the doubt and assume this is an emergency and she is not aware that she will be breaking the law if she sells the puppies at five weeks old.

If you read my earlier post, Virginia law also requires that she provide you with a vet certificate when you take possession of the puppy. No vet is going to break the law and risk his license by signing a certificate saying the puppy is healthy and fit to go to its new home at five weeks old.

If you go ahead with this, it will be an illegal transaction under Virginia law and you will have no recourse if the puppy gets sick or dies no matter what your contract or agreement was.

I wouldn't get a puppy from this breeder, no how, no where, let alone pay $1500 for it!
