It's not too late.....just maybe go back to square one like when you brought her home. Do you have a certain area that you could keep her in, gated or playpen? It does take a while for them to learn everything with repetition until you feel secure that she knows the routine. Even after that, it will take a while for her to get accustomed to being free roam again.
