awwww....pls don't get toooo Frustrated. She's just a Baby & it does sound like she knows she's not suppose to. Bella was not hard at all to potty train, she is puppy pad trained. While they are babies & until they are trained, it's so easy to let them have large areas to roam & to be with us, but it's not safe for them at all and really confuses them. My suggestions would be:
Keep her in small area....gated off or in expen, playpen until she's trained.
She will learn when all her things are in one place...she will know it's her things.
Do not scold, but PRAISE, PRAISE, PRAISE 'every time' she uses potty pad.
Treats for good behavior again with PRAISE.
I find with Bella that she really learns quickly with Schedule & things she's learned, just like children.
Repetition & Praise along with isolated area just for her, is the key, in my opinion.

I wish you the very Best. It will get better! Keep us posted about Noelle. She really wants to please you.
