Default 2 pounds yorkie for scaling?

Hi all, I really need help and advice on this.
I have a two pound (could be less than 2 pounds! havent been weighing her as she stopped growing when she was 4 months old) 1 year old yorkie -Tang Tang who has really foul smelling teeth. Her baby teeth did not drop off and we have tried to extract those that we can extract. We have given rawhide for her to chew and used oral care to wipe the gums n teeth.

The local vet advised that we need to bring her for scaling and extraction of those baby teeth as she is having tooth decay issue...But the thing is, she is so small and I am so afraid that once we bring her to the vet, she might never come out. One of our fren, who owns pet farm warn us that she cannot be fixed and cannot go for scaling - because they will inject anaesthetic and for her size, the risk is too high. On the other hand, her breeder told us that we can bring her for extraction and scaling but we have to find reputable vets -those who are experienced in handling these small dogs and often involved in operations....

We are in such a dilemma now. Anyone has experience this before?
