Get him neutered. He is marking his territory. Marking is a very strong instinct that can only be stopped with neutering. If the habit goes on for too long though - neutering may not even solve the issue. Then I would suggest trying belly bands. Besides those options, training can help... but it's going to be hard because you will have to watch him like a hawk 24/7 and if not, place him somewhere confined. When he begins to lift that leg, immediately say a loud "NO!" or some other key word.
