Sometimes it can take a few minutes of holding the wash cloth on the area to get the gunk to soften. Also make sure you have enough moisture in the wash cloth. I use a face comb for the area next to their eyes, it's small with fine teeth, and combing away from the eye can remove the gunk easily after it's softened.
