This is a puppy you're dealing with
and you're coming at it with a strage looking thing that's going around it's neck

What I would suggest is start with just the collar
when you handle a puppy you should always be gentle but firm
if you are apprehensive your puppy is going to feel that and not trust you when you handle him
after the collar has been accepted and he doesn't mind it on him
Then put on the leash
