I am pretty sure he only licks his paws like that after he's been running around in the grass. Since he's outside a lot, he's got a lot of cleaning to do.
A few days ago, I saw little balls at the base of Thor's penis. I flipped out because he is supposed to be neutered. I thought he had some horrible condition where they'd been in his abdomen and suddenly migrated downwards. Turns out they were just an extra set of male dog glands I wasn't familiar with.  |

Was he licking his paws before you got the stainless? I thought the leaching was more likely to occur on an older bowl, one that the surface was slightly damaged, from the dishwasher or outside. I have read of allergies from running in the grass as well. Sometimes keeping a dairy can be useful to rule out different things. For example, don't let him run in the grass for or few days, and make a note of the condition of his paws, or subsitute another bowl for a few days, and see if that helps. Good luck, if it's both paws and not just one, you can rule out a nail that irritating him.
