I have some experiences with paypal and their first answer is always as you describes. But you should constantly contact them and you could have success. I´m an ebayer and often we must use paypal and in the ebay-forums is from other users described that the first question is always rejected but when you contact paypal over and over they changed their mind. (I hope my english makes sense to you).

She is a beauty with a sweet face and a nice little girl!
