It is my understanding that PayPal does reversals for "item significantly not as described."
Regardless, how did you pay via paypal? If you used your credit card, you can dispute it with your credit card company up to 3 months after the transaction.
If you did it with your bank, just go to your bank and tell them to reverse the payment (I think you have like 30 or 60 days to do that, it's at least 30 days).
If the breeder is unwilling to work with you on the situation, then you have to try to resolve the situation on your end.
