I think if it's out on the street and stuff, yes the dog should be on a leash. However, there was a park near my house in CT that had trails running through the woods and alongside a river. There was a sign posted that said that leashes were optional for dogs along all trails. If you're in a place like that than you cannot complain because leashes are not required. My big dog would run along those trails off leash all the time. If you're in a place where it's posted that leashes are required, than yes it's wrong to have the dogs off leash but if it's posted or rules state that leashes are not required than you cannot complain and you should go somewhere else.
