I think he is unkempt because he is in a kill shelter and this only for a short time and then he will be put to sleep. I mean that kill shelters not have so much interests in caring for a dog as a rescue shelter because little Stevie is on their list of death
. He will be killed and the reason is that the kill shelter is not willing to groom and take care of him and maybe he gets no medical treatments because they know he has little time to live. It makes me crazy. I sit in germany and can nothing do for him.
