What you're seeing isn't related to his testicles. It is a gland on either side of his penis. Yes, if he had testicles...they would be in sacs hanging beneath his butt.
When dogs mate and the male's penis is inserted inside her...there is a period where they can not seperate. They are "tied" together. That is a tie.
