He has always had a marking issue  ! but it seems to have been really under control, especially when the new puppy came! It was almost like he was trying to show they puppy how its done  !!! It could be a possibility but I hope that he has no illness.
Maybe he thinks the little puppy got more attention as he. If the veterinary says that is all okay with him you should think about in which situation he is doing peeing on the couch.
