I agree w/everyone and actually got into a huge verbal fight with my neighbor over them leaving their dalmatian out 24/7 no matter what temp.
I called our ASPCA (Animal control) they said they weren't able to do anything for him
( They had a pen for him to go into in the rain, food, water and all his shots & city tags. I was sooooo mad. The dog was very mean from their isolation of him that I couldn't take him, not that the witch would have given him to me. She hated me and still years later she will give me the evil eye when I see her. That poor dog died in his cage alone two falls ago. I'm grateful that God took him from his miserable life, but feel so bad for him. I hope to see him as a friendly and happy dog at the rainbow bridge. And I thank the Lord that they haven't gotten another dog since.
Bottom line to OP is don't be surprised if the ASPCA can't legally help you.
Maybe if you ask your neighbor if you can buy it they will take the money and you can make a difference in his life.
