not sure if it's normal, but I know some breeders want to see if the pups are ones they want to put in shows and they need to be a little bigger. Also pups are delicate at this early age and can catch colds easy, so it might be easier to have less contact with "strangers"

I got my pup at 12 weeks, but I think you can safely get them at 8. I think the more time they have with their mommy/litter the more the pup will learn from them and the less headache I will have at home.
