Honestly, I don't think they treat them with anything. A month ago or so, I had gotten a pack of human incontinence pads from my mom, and they are identical in composition. My puppy did the same thing with those. So, I put his regular pad down and the other butted up to it. Then after a few days of doing this, I removed the old pad and left the new. He was fine. I think you are just not allowed to bring anything new in the house... hehehehehe. I know I live in a Yorkie-ruled household and "a rule is a rule"....did you break his?...
