This is all I could find in just a short amount of time on google by searching the term "snowsuit for yorkies"...

It comes with a hefty price tag, but it seems to match all of your requirements. Perhaps someone else will find something not as expensive. If you find something, you've got to show us pictures with your little ones in them. OK?
